During the project execution, Beiming Software will carry out a comprehensive upgrade of the Department of Civil Affairs’ Social Safety Net Information Verification System. On the one hand, the overall system architecture will be optimized and restructured to enhance the platform’s security and capacity. On the other hand, existing functional modules will be iteratively refined to align with the “Single-Event” reform requirements for social assistance and practical scenarios. While adapting to the operational needs of civil affairs and social assistance in the new era, the system will innovatively integrate large model intelligent agent applications to enable the smart verification of relief-related information and automated risk early warnings. Furthermore, the system will focus on breaking down data silos across multiple departments—including Human Resources and Social Security, Housing and Urban-Rural Development, Education, and Healthcare—intensifying cross-departmental data integration, fusion, and shared applications to perfect a comprehensive, collaborative data governance framework. Building on this foundation, the project will double down on all-dimensional cybersecurity construction by continuously fortifying a unified security protection system. It will stringently safeguard core social welfare data and build a robust security defense across the entire data lifecycle, leveraging digital and intelligent tools to solidify the foundation for precise social assistance.

By focusing on five key dimensions, i.e., system architecture optimization, functional module iteration, the deployment of large model intelligent agents, cross-departmental data integration, and security system upgrades, this renovation will deliver a comprehensive, quality-driven elevation of the entire platform. Upon completion, the upgraded system will serve as the core operational platform for Guangdong Province’s social assistance efforts. It will centrally manage critical functions, including the precise identification of relief recipients, the verification of household financial conditions, dynamic monitoring and early warning for vulnerable populations, and the coordinated management of social aid efforts. This will empower the Department of Civil Affairs of Guangdong Province to build a more precise, efficient, and secure IT system for social welfare, driving the transformation and upgrading of social assistance service models. Ultimately, the system will facilitate the proactive discovery of individuals in need, the accurate targeting of relief recipients, and the fully transparent distribution of aid funds—using digital empowerment to enhance public well-being and support the high-quality development of Guangdong’s civil affairs sector.
