As a benchmark practice of Beiming Software’s full-stack localized IT innovation-based transformation in public service, the IT Innovation Adaptation Solution for the Social Assistance Comprehensive Management Information Platform of the Department of Civil Affairs of Shandong Province has built a fully domestically-produced technology foundation spanning from underlying computing power to upper-layer applications. The solution is comprehensively compatible with core domestic software and hardware, including Kunpeng Computing, Kylin OS, TongTech Middleware, and HighGo Database. The solution has completed the localized adaptation and transformation of the entire business workflow—covering assistance applications for people in need, route analysis, resource matching, and unified electronic certificate management—ensuring a seamless migration of the platform from a traditional x86 architecture to a localized cloud environment for IT innovation.
Throughout the project, Beiming Software’s technology team systematically overcame a series of critical technical challenges, including database migration, middleware performance tuning, front-end terminal adaptation, and cross-network data synchronization. Across the province’s four-tier social assistance network, they guaranteed that key operations experienced “no degradation in user experience, zero data loss, and zero business interruption.” This effectively met the practical requirements of operators at all levels for genuine substitution and active utilization, allowing the domestic technology foundation to undergo rigorous testing in frontline public service scenarios and truly proving it to be “stable and reliable.” While ensuring autonomous, controllable, secure, and stable operation of the entire social assistance workflow, this solution has distilled a standardized and replicable methodology for the localized IT innovation migration of government systems. The solution establishes five standardized implementation pathways spanning system analysis, solution design, adaptation transformation, data migration, and deployment optimization. The expertise acquired from resolving prevalent industry challenges throughout the project offers an actionable and replicable reference for IT innovation transformation across the national civil affairs sector and other government domains.
