When first elected as a deputy to the Guangzhou Municipal People’s Congress in 2007, Ying Huajiang made the solemn pledge: “As a people’s deputy, I must seek happiness for the people.” Today, this original aspiration has translated into nearly a hundred proposals and the practical resolution of dozens of livelihood issues. As an entrepreneur in the software industry, Ying Huajiang has consistently integrated his professional strengths with his duties as a deputy. He frequently remarks, “My roots are in the industry, but my heart lies with the people’s livelihood.”
At the end of 2021, Ying Huajiang took on the role of station master at the People’s Congress Deputy Liaison Station for the Smart City Area in Xintang Subdistrict, Tianhe District. Shortly after taking his post, teachers from the Guangdong Electronic Commerce brought an issue to his attention: the culvert at the school’s entrance inevitably floods during heavy downpours, forcing staff and students to wade through water to attend classes, a situation that has troubled them for almost ten years. While the problem appears to be poor drainage on the surface, it actually entails overlapping jurisdictions among various municipal governments, a complex pipe network, and coordination difficulties.
“No matter how hard it is, we must get the people’s problems solved.” Ying Huajiang made up his mind to tackle this “tough nut.” Teaming up with other deputies, he made repeated visits to the Housing, Construction, and Water Authority of Tianhe District, Xintang Subdistrict, the expressway management company, and local villages collectives to repeatedly survey the site, analyze hydrological data, and evaluate different plans. In September 2022, the culvert renovation project was finally launched: dredging, widening, installing high-capacity drainage pumps, and connecting to the municipal sewer network…He also proactively coordinated with the Guangzhou-Shenzhen Expressway Expansion Project, advocating for the culvert’s drainage system to be incorporated into the overall plan to ensure a permanent fix.
Amidst the heavy “Dragon Boat Festival Rains” of 2024, the culvert remained entirely flood-free during severe downpours for the first time, permanently putting an end to a decade-long travel ordeal for more than twenty thousand individuals.

From “quick snapshot” to “immediate resolution”
Efficient supervision empowered by technology
As an active practitioner in the IT sector, Ying Huajiang enthusiastically embraces new digital methods of fulfilling his duties. In April 2025, while commuting to work, he noticed a rusted and damaged pressure tank next to Daguan Wetland Park, which stood in stark contrast to the beautiful surroundings. He immediately opened the “Snap to Report” app to upload photos, and within a few days, the equipment was repaired and replaced.
“A simple tap sends public concerns straight to the top; rapid responses ensure closed-loop resolutions,” he remarked. “This represents not just a tool upgrade, but an advancement in governance philosophy.” He also collected public feedback through the ‘Voice Your Opinion via QR Code, Get Things Done Immediately’ initiative, driving the efficient implementation of projects such as the installation of sound barriers on the Airport Second Expressway, traffic optimization in Tianhe Smart City, and capacity enhancements for the power grid in Xinyuan Xincun. Among these issues, Xinyuan Xincun had suffered from chronic power outages due to insufficient voltage, making life miserable for residents during the summer. He spearheaded the coordination of land and capital, facilitating the completion of a 25-million-yuan capacity expansion project in early 2023. The four new transformer rooms allowed residents to bid farewell to those “dark days.”

During his tenure as a deputy to the 16th Municipal People’s Congress, Ying Huajiang submitted a total of 17 proposals, covering various areas including software industry development, support for the private economy, traffic optimization, and public safety. He is keenly aware that in his dual role as a deputy and an entrepreneur, he must voice the concerns of his sector while keeping an eye on the city’s distant future.
In response to challenges like a lack of talent and tough financing within Guangzhou’s software sector, he suggested fortifying and enhancing the sector, urging for greater R&D subsidies and better housing amenities for professionals. Confronted with the operational hurdles faced by private businesses, he advocated for advancing local legislation to safeguard entrepreneurs’ rights and interests, and for optimizing an environment of fair competition. Regarding transportation, he has continually addressed the infrastructural gaps in northeastern Tianhe’s road network over the years, driving efforts to increase bus frequency, open up dead-end roads, and ensure the rational use of BRT lanes to ensure a smoother commute for everyone.
He has also integrated his official duties into his primary career: gathering public sentiment during corporate research and conveying grassroots voices during policy discussions, achieving genuine “two-way empowerment.” Despite his busy schedule, he insists on conducting visits during pockets of free time and coordinating tasks online, ensuring he never misses his duties and his services remain uninterrupted.
