On February 20, the first “Representative Channel” session of the Fifth Session of the 16th Guangzhou Municipal People’s Congress was held. Ying Huajiang, President of Beiming Software Co., Ltd. (referred to as Beiming Software), appeared at the Representative Channel in his capacity as a municipal people's congress deputy. He shared vivid stories of Guangzhou’s innovative practices in optimizing the business environment, illustrating how private enterprises can establish themselves in fertile ground, run their businesses with peace of mind, and focus on growth.

“Efficiency in handling matters, warmth in services, and depth in reform,” Ying Huajiang summarized in three key phrases the core philosophy behind Guangzhou’s efforts to optimize its business environment. He stated that Guangzhou has consistently been at the forefront of efforts to optimize the business environment, implementing a series of reform initiatives that were the first of their kind nationwide. In May of last year, the Regulations of Guangzhou on Supporting the Development of the Private Economy officially came into effect, injecting strong momentum into the development of private enterprises.

Drawing on his personal experience, Ying Huajiang specifically mentioned that when Beiming Software applied for certain specialized projects in 2021, the company encountered difficulties. Upon learning of the situation, the CPC Tianhe District Committee and District Government promptly coordinated multiple bureaus and offices to investigate through various channels and ensure that the relevant matters were properly addressed. This not only allowed Beiming Software to promptly benefit from the applicable policy incentives, but also minimized the impact of the situation on the company, enabling Beiming to tangibly experience the “efficiency” and “warmth” of Guangzhou’s efforts in fostering a favorable business environment.

Ying Huajiang stated that Guangzhou has consistently prioritized optimizing the business environment as a key focus for development. The city has steadfastly worked to create an industrial-, enterprise-, and entrepreneur-friendly environment, resolutely safeguarding the legitimate rights and interests of private enterprises, improving policies to ensure fair competition among all market participants, and strengthening the provision of essential resources. “It is precisely these solid and effective measures that allow enterprises to operate with confidence and focus on growth in Guangzhou’s fertile ground. As a deputy to the People’s Congress, they also inspire my confidence in the city and reinforce my commitment to continuously advancing the optimization of the business environment for private enterprises.” said Ying Huajiang.

As a representative of the business community, Ying Huajiang has actively fulfilled his responsibilities as a deputy to the People’s Congress by tackling practical challenges and providing solutions for enterprises. During the noise issues arising from the construction and subsequent operation of the Second Airport Expressway in 2023, Ying Huajiang conducted multiple on-site surveys with other park representatives, held face-to-face discussions with surrounding industrial parks and key enterprises, and thoroughly collected their opinions and requests. He promptly reported these concerns to district leaders, facilitating the government’s efficient installation of soundproof panels along the section from Guangshan Road to Huaguan Road. This exemplifies the close alignment between deputies and the government—sharing the same vision and working together—and demonstrates their strong commitment and determination to resolve problems and support enterprises.

Over nearly 20 years of serving as a deputy, Ying Huajiang has repeatedly submitted proposals on “promoting the optimization of the business environment” and put forward three specific recommendations, including supporting and encouraging private enterprises to participate fairly in market competition, and helping Guangzhou actively foster a healthy and high-quality development environment for private enterprises. He stated that he will continue to make persistent efforts in the future, further contributing to a better tomorrow for Guangzhou and a happier, more fulfilling life for its people.
