On March 20, the highly anticipated Huawei China Partner Conference 2025 opened in Shenzhen. Beiming Software Co., Ltd., referred to as Beiming Software, participated as a joint R&D partner for the TOCC (Traffic Operation Coordination Center) solution and, together with Huawei, Digital China and other industry leaders, officially launched the “Industry Alliance Partner Program”. This initiative marks a new stage in technological innovation and industrial collaboration between Beiming Software and Huawei in the transportation sector. On the same day, Qu Wenlong, TOCC Industry Director of Beiming Software, delivered an in-depth presentation at the themed sub-forum “Huawei and Partners Building Transportation AI”, sharing Beiming Software’s innovative practices and accomplishments in smart transportation based on the Huawei Kunpeng and Ascend ecosystems. These achievements demonstrate the deep technological integration between the two parties, provide a forward-looking preview of future industry trends, and underscore Beiming Software’s leading position and innovative strength in the smart transportation sector.
“If data is the fuel, then models are the engine,” said Qu Wenlong, TOCC Industry Director of Beiming Software, in his keynote speech. Focusing on the innovative concept of “models as the engine,” he provided a systematic overview of Beiming Software’s innovative products developed around large-scale models. He noted that by incorporating the reasoning capabilities of the DeepSeek large model, the TOCC platform jointly developed by Beiming Software and Huawei has overcome traditional computing bottlenecks, enabling real-time intelligent analysis of multi-source data such as weather and traffic conditions, and establishing transportation capacity models that dynamically evaluate road network loads and provide early warnings for traffic risk hotspots. Using this year’s Spring Festival travel rush as an example, the platform leverages multimodal large models combined with spatiotemporal reasoning capabilities to enable a province to accurately forecast traffic flow for non-commercial vehicles over an extended 40-day period, providing a verifiable practical model for smart traffic management in complex scenarios.

Transportation is the lifeline of national development.
